A qualified individual who has the experience of a true leader and a drive to serve his fellow Legazpeños.

GM Rico was elected as a City Councilor from 1995 to 2001, and was eventually elected as Vice Mayor of the City of Legazpi from 2001 to 2007. He also served as a consultant at the National Housing Authority and San Mateo, Rizal’s Local Government Unit. He became the Vice President for 5 years of the North Luzon Railways Corporation. He was the former Assistant Secretary of Department of Environment and Natural Resources where he served said office for five (5) years from 2015 to 2020. After which, he was appointed as the City Government Department Head (City Human Resource Management Officer) of Legazpi City from 2020 to 2022 and as the Provincial Administrator of the Provincial Government of Albay in 2022.
