USAID has been providing technical assistance to the Legazpi City Water District (LCWD) to ensure the security of its digital payment system. On August 17, 2020, the Information Technology team of LCWD presented the first draft of its check-digit algorithm for electronic payment to LCWD General Manager James Esplana for validation of business rules. The use of a check-digit algorithm will enable LCWD to improve the security of digital payments made through the Bayad Center and ECPay. The algorithm will be able to detect payment reference numbers (PRNs) which were developed to validate the payee and their respective billing-related data during the payment process. For the water district, this is a positive step towards contactless billing and payment system which can significantly contribute in minimizing the risk of COVID-19 transmission among personnel and consumers.
